PERSONAL CONSEQUENCE

When you get on an airplane, there is no reasonable assurance that you will not be hit by another airplane.
The only thing keeping that from happening most of the time is that it is a big sky and there are few airplanes.

The problem, as published by the FAA: Only 4% of transponders work right.
The problem, as published by an air traffic controller: Why don't I see what really is.
The problem, as published by the Air Traffic Control Association: What we have is a real mess.
The only solution, as published by the Institute of Navigation: There is only one solution.

This is a problem easily solved.
What is AIS-P?
This solution is the only one which is safe and effective.  It is also low cost.
The only impediment to implementation is the FAA.

Fort Worth EMDO:

You have a deficiency in your engineering data submission.  As soon as you can clear this, to my satisfaction, we'll issue an STC for all aircraft.  I am available, you know, in the evenings, to do consulting work, when I am not working for the FAA.  This is going to be worth a lot of money, you know.
OK, tell me what the deficiency is, and we'll fix it.
I asked permission to do that, but, it seems, you have the right to privacy, so I am disallowed from telling you what it is.  However, just as soon as you fix it, to my satisfaction, we'll issue the blanket STC.
It sounds to me like, in three engineering data submissions, you have taken us back to the first would be what you want, again.  Consider number one as number four, else just tell me specifically what is wrong, and we'll make up a fourth engineering data package submission.
Seattle ACO:
You are using a printed circuit board, or PCB.
Why, yes, we are.  It's a common thing, now a days, for surface mount components, to have something to solder to.  Those types of components don't have "tube" sockets, they are the size of a grain of salt, see, here.
Well, this "wire", I see, connects from here to there.
Why, yes, it does.
Well, how do you know that it won't "walk over" tomorrow and connect from someplace else, or to someplace else, or someplace else entirely?
We have a guy on the production line, at the printed circuit board fabrication plant, he is one of our guys, and his job is, when they make boards for us, he hits them with a rubber mallet, and breaks all the little legs on each of the copper "lans".  Can't walk no more.
Well, OK, but I might need to have you submit data on how hard and light he "pounds" with what kind of rubber mallet, and what the trace ability is on that tool, and what training you give him, and you might have to write a manual.
Just let me know, if you really need it, we'll make it up for you..

A physicist's microscopic explanation for macroscopic government incompetence:

A major research institution has recently announced the discovery of the heaviest element yet known to science.  This new element has been tentatively named "Administratium."

Administratium has 1 neutron, 12 assistant neutrons, 75 deputy neutrons, and 111 assistant deputy neutrons, giving it an atomic mass of 312.  These 312 particles are held together by a force called morons, which are surrounded by vast quantities of lepton-like particles called peons.  Since Administratium has no electrons, it is inert.  However, it can be detected as it impedes every reaction with which it comes into contact.  A minute amount of Administratium causes one reaction to take over 12 years to complete when it would normally take less than one second.

Administratium has a normal half-life of 3 years; it does not decay but instead, undergoes a reorganization, in which a portion of the assistant neutrons and deputy neutrons and assistant deputy neutrons exchange places.  In fact, Administratium's mass will actually increase over time, since each reorganization causes some morons to become neutrons, forming isodopes.

This characteristic of moron-promotion leads some scientists to speculate that Administratium is formed whenever morons reach a certain quantity in concentration.  This hypothetical quantity is referenced to as "Critical Morass."

You should know it when you see it.
