     Dear Mr. Barton,
     
     Some time ago, you asked me for a retest of your transponder which we had 
     tested here at the Technical Center in July.  At that time, we were only 
     testing it to provide you with guidance on technical issues.  Nonetheless,  
     I told you that I would look at the request objectively and make a decision 
     based on the information available.  I have done so and have decided to 
     abide by my original decision.
     
     I know you were concerned that the Aircraft Certification Office might see 
     this as a reason to deny your STC certification, but I have been assured 
     that is not the case.  I believe you have now received correspondence from 
     the Certification Office outlining the STC process that needs to be 
     followed, and am sure you are well on your way to achieving that end.  I 
     wish you the very best in pursuit of your goal, and look forward to hearing 
     that you have successfully received your transponder certification.
